I do not know who has entered this law in Islam; But Imam Khomeini wrote in the book of Islamic Shari'ah that you can marry infant and infant can be tafkhiz.
Tafkhiz is semi entering and all sexy actions that are performed before entering is permited if girl is only infant.

Imam Khomeini says that if a man hurts his wife's vulva, who is infant or child, he should give to her (price of 1000 sheep or 100 camels) for restitution and sex with that wife  will be forbiden, but he must keep that wife  for the rest of her life.

If infant/child is slave restitution is half.
