The idea that the law happens to affect a group that has high vaccine hesitancy does not make the law necessarly racially supremacist. Though there are instances where this principle holds like Voting Redlining or Voter ID Laws where it's obvious the goal is to disenfranchise black people from voting. I'm not convinced in the slightest that this is the case when it comes to vaccine mandates.
