Like so much in our government, basic health precautions were gameable because no one ever thought that anyone would game them. Decorum, tradition, basic decency. That sort of silly powerless nonsense. Only a complete loon that genuinely prays to lamp posts would forego a vaccine. We told ourselves. There just didn't seem to be any positive upside to getting the plague.
