I'll note that "It was the 70s" is approximately equal to "the legislation, enforcement, and adjudication of law was dominated by men".
The remarks were more regarding 'free sex while high/drunk/altered' which apparently means to some people that consent wasn't needed.
While I am aware that blaming the victim is less a thing now, having a buzz wasn't/isn't carte blanche...a kiss and a shot is not permission to do whatever else.
