oh, it is rather the opposite, london has no power without washington, while washington will still be powerful without london. so washington can always count on london.
if we remove self-serving western or US blinders, then we would see yelsin and gorbachev serve for the rest of the world as edifying examples of what not to do, not as examples of having done right by the people that have them power.
