The ability to make rational decisions is not a skill as it is an inherant talent possessed by most human minds and can exist independantly of experience and knowledge. So, yes.
Because otherwise, children would be incapable of learning.
For example: As a small child that understands what a square, circle, and a hole is and ask him (or her) if he can fit a square toy into a circular hole. Let him take his time and test out the toys if he has to. If he ultimately says "no." Then that child has made a rational and scientific decision based on evidence and testing baesd on a hypothosis with a verifiable conclusion - the whole thing.
Ergo, insinuating that children are not rational is an insult to the entire human race.
