While it *is* possible, it is far from guaranteed and it is a MUCH more delicate and expensive procedure. Also, the amount of time since the original vasectomy can be relevant. Don't expect a lot of success after 10-15 years.
That said, if a *reliable* way was to be found to perform vasectomies that allowed reliable reversal, then giving ALL male children vasectomies at birth to be reversed upon request would be perfectly acceptable to me.
I do not think it could be done at birth. At puberty yes. It would seem that certain level of sexual development would seem to be necessary.
I don't see why. The vas deferans would be there at birth. I don't know of any feedback that would make this an issue.
