Consent issues arise when such a medical procedure is preformed before the age of consent. The kind of enlargement that occurs in regular growth and at puberty is at a scope and scale that makes events less predictable. A percentage of vasectomies at birth would fail and the possibility of reversal may be further limited. Viewing the current state of technology and its trajectory of improvement is the thing to base legislation on.
I was talking about a possibility of a technological advance that would allow it. Not current technology.
