For the record, there are 26 countries at the highest level (At least in the table I linked) and the only ones who don't have higher per capita emissions than average are Sweden and Switzerland.

* It seems to use mean, while I used median, which might be closer to what the average person makes and is less likely to be tainted by some severe outliers.
** Looking closer, the only nation on that Emissions per capita list that were at Levels 1 or 2 on the endpage version and had higher than average emissions was Ukraine.
