1) You ignored completely my point about keeping them down long enough to affect the military's logisitcs.
2) You'll need to destroy -- and keep inoperable -- many more than a "few power lines".
3) I think it would be hard for that prolonged shutdown to occur because first, the government has a vested interest in keeping the grid up and running, and second, I doubt your F-Troop-quality terrorists could manage a prolonged operation of the magnitude required.
