I believe that Keepass runs locally so that you can keep your passwords in a file on your computer (encrypted). Remember USB sticks have a limited number of read write cycles, they can and do fail, so don't just back important stuff up on one drive, use at least two (and store them in different places) (I found out the hard way!)
