No. If it's not immoral I don't think it's sinful. Like you said, there may be a circumstance in which lying would be the best choice. You can't make a list of everything sinful and say if it's on the list it's sinful and if it's not on the list it's ok.
But the Bible clearly and emphatically states that lying is a sin and that God hates people who lie. If one tells a lie that is (in your words) the best choice, God still views it as a sin. Therefore, lying can be a sin that is not immoral. Which means that sin and immorality have, at best, a nodding acquaintance.
