Republicans can be masters of plausible deniability and oppression via cooling effect
The goal is never to overtly ban something but intimidate teachers and school boards into doing what they want mixed with an fanatical legion of angry wine moms who are willing to screech inappropriate or pornographic at the sight of a person feet and sick the government on them. Give these puritanical loons an inch and they will take a mile.
