Most mass shootings do not happen in the United States. United States also isn't the country with most mass-shootings per capita, those are Norway and Macedonia.
I mean, hardly any mass shooting happens in a shooting range, where most people are armed. Mass shootings tend to happen in places such as theaters and cinemas, where people are not allowed to have guns.

It's not a 'per capita' issue. The US has had 500+ mass shootings so far this year.
