That is like asking how high somebody's body temperature has to be before you try bloodletting. You should not try bloodletting until you have solid mechanistic evidence that it works. Similarly, you should not try banning high-tech weapons and preventing mentally ill people from owning a firearm (which is what "gun control" essentially means) before you have solid mechanistic evidence that it would do anything to decrease mass shootings.
