I’m still trying to grasp why he thinks mental illnesses, including (I presume) things like PTSD, paranoia, and antisocial personality disorder should NOT be a bar to carrying a gun.

Because people with mental illness are significantly more likely to be victims of violence. So, gun control takes the means of defence out of the hands of the victims.
