He apparently was a bit more liberal and tolerant as recent as seven or eight years ago. Not that those were actually principles, granted -- they too may have been a facade he adopted in order to enable advancement. But he apparently had a long-term friendship with a transgender woman (like, ten years long) before he adopted the whole Trumpian bigotry thing in the last four years.
I have no idea about his past views and whether he had some actual principles or not but I would wager on not. For as long as I observed political scene I never really noticed right wing politicians having much in a way of morals or principles so I doubt that Vance is exception. Admittedly I base this on observation of European politics but still.
