No need to touch Handmaid's Tale. He may be simply copying polish right wingers (though copying would go other way around I suppose) whose "top" ideas are unbreakable marriages or women not giving birth cause they're binge drinking*. To be more serious it seems to me that he simply borrows from past, hence the phrase I used.
*Can't find appropriate idiom. Polish original refers to kind of alcohol drinking habit that isn't used in polite company.
