He would very much like to, though..and india also. Tesla's valuation is dependent on it even as they keep the lights on through bitcoin...and thus..so too is elmos imaginary wealth. Meanwhile, Spacex's survival is dependent on gutting the federal agencies it's value depends on.
When elmo talks about putting the us government on the blockchain, he's talking about propping up his businesses with the us treasury. When elmo talks about getting rid of waste, fraud, and abuse, he means the regulators and investigators in his colon. When he talks about going to mars, he's dreaming of escaping with the bag before he ends up in prison or the wealthy suckers he's conned have him shivved...definitely metaphorically and possibly literally... on principle.
