The common claim that the human brain (specifically the prefrontal cortex) stops developing at 25 comes from the work of neuroscientist Jay Giedd. How did he come up with this number? Well, it turns out that he just stopped studying the brains of the children in question at about 25. I can only assume that he saw the prefrontal cortex of a 25 year old, thought it was close enough to a fully developed cortex, and just stopped there.
