Again, no it doesn’t. Indoctrination means forcing people to accept a belief (or a set of beliefs) uncritically - doctrine, doctrinaire, indoctrination, indoctrinate. It has no impact on literacy rates. You can read and write and still accept everything in Mein Kampf as absolute truth.

‘Pedagogy’, in its purest form, simply means the art or science of education. It is not necessarily connected to indoctrination. You seem to think it magically appeared around 1950. It may interest you to learn that Socrates was a pedagogue.
