Based on the various and sundry tales in the bible (OT and NT), regardless how how the ten commandments may have been intended, it appears that the Israelites applied them only to dealings with other Isrealites. It appears that they didn't have any problem coveting other culture's stuff, killing them, and stealing whatever [or whoever] wasn't nailed down.
