Yes, but they were a rather insignificant part of a satrapy of the Persian empire. Put yourself in the position of the Persians. Would you have allowed that sort of grandiose thinking in a subject territory of yours? The Persians were kicked out by the Greeks; first Alexander, then the Ptolemies, finally the Seleucids. The Seleucids were not kicked out until the mid-2d century BC and the Hasmonean kingdom arose and actually overran the territories which were ascribed to the legendary "David." Actual history of first millenium Palestine....as distinct from bible fairy tales... indicate that this was virtually the only time in the whole first millenium that an independent and regionally powerful "Jewish" state actually existed...and it was gone by 63 when Pompeiius Magnus came rolling through the region.
It is also the only time when a powerful king might have need for a phonied up "history" in which he claimed to be the successor to earlier powerful kings.
Purely coincidentally, of course, about the same time the supposedly oldest DSS were scribbled.
