Perhaps humanity should create "Global Constitution" to prevent the such abuse.

Try the "Universal Declaration of Human Rights", the Geneva Convention, and all the other well-intentioned UN treaties and resolutions.
We've got it all.
But IRL we turn around and ignore them.
