Since nobody has mentioned it, there is an initiative in Washington, a state near me, to treat weed like alchohol.

I think if it passed that would tip the first domino to policy change. In Oregon, my state, Oregon Medical Marijuana Association (OMMA) cards are so easy to get that most people who are into smoking either have a card and grow their own or are supplied by people who have their own card. In California there are so many dispensaries that people can find it anywhere and it is also easy to get a doctor's note to smoke. It shouldn't be long now... although, I have been saying that for over ten years now...
