No difference between returning citizens and visitors from overseas.
I wouldn't risk going through Customs with what they classify as porn on my laptop or other devices.
You don't have to: before you cross the border you encrypt it, upload it in encrypted form to your cloud (here's 11GB for free for you), in that order!, and wipe it off your laptop (GOOD!; i.e. with a DoD standard wiping application, which overwrites 7 times). Later, after you crossed the border, you can download it to your device again and decrypt.
