If an individual remains unexposed to religion they will percieve the world from a 'neutral' perspective (that is to say not leaning towards any particular religion).
While an individual might be "born" without inherent knowledge, religion can still take root very quickly. We can see causality in action every day and when considering things without an apparent cause, our minds won't hesitate in providing with imaginary ones. That does not mean that the individual would lean towards one religion or another - why, he may come up with a religion of his own. However, religion here would be the result of limited knowledge and any leanings, even if such existed, would still be wrong.
I can only partially agree because there is a known Brazilian tribe that doesn't worship a divine being of their own. This goes to show that no exposure to scripture of any sort can sometimes leave the individual with that neutral view of the world.
