FWIW, bipolar disorder rarely develops in children that young.
I'd like to think that race isn't at issue, though that may be naive. Whether race is at issue here or not, how the situation was handled appears to me to be inappropriate, and it probably didn't start with a child's tantrum.
With the caveat that I was not there, and monday-morning quarterbacking is easier than dealing with a developing situation, I have to think that calling the police to deal with a child who is "throwing a tantrum" shows a profound lack of child-care skills. And, yes, I'm a parent and not just speaking out of my ass.
While it's possible that the child in question is just a little shithead, I think it's more likely that their behavior is a reflection of the environment at home and/or school.
