Some people that have an arm amputated have it reattached that probably wont count either. Even though they have been restored to full use of their arm. Other species do grow body parts back because it IS how they were designed. Did you mean human amputees or amputees in general? So apparently, when it comes to growing back arms, your god is powerless to do it. Completely useless in face of biology.
