WTC7 collapsed because it got hit by debris (seriously, there is film of this happening) as the towers collapsed, caught fire, and was left to burn, collapsing again for the same reasons as the towers. The Air Force being busy was due to them practicing war games over Alaska (I think, don't quote me on that), and then getting confused when orders come in that an attack is happening (because in a war game, that is what you are practicing for).
To put it in real life terms, at the place where I work, the fire alarm goes off at 10am on Tuesdays as a test. We ignore it, since it's a test. What happened on 9/11 would be like a fire breaking out at work at 10am on a Tuesday. Confusion at first, but resolving itself sooner or later. On 9/11, the jets that were scrambled got confused over whether it was a drill or not, and then were given the wrong flights to track down. Terrorists, luck, and human error are responsible for 9/11, nothing else.
