It's really not from a lack of trying, though. The Republicans got it into their heads to prevent him from accomplishing anything regardless of whether it would be good for the country or not. Their entire M.O. has been to block him at every turn, because they have the goal of making him a one term president. That is their priority #1.
They couldn't give two shits about the "American People". All they care about is keeping the power firmly in the grasp of the 1%.
