Note that the latin 'tu quoque' means 'you, too,' or 'you, also.' If the accusation is a straightforward accusation of hypocrisy, in which the claim is one of inconsistent behavior, then the accusation does not actually involve a second, and therefore it is not strictly speaking a tu quoque fallacy because it doesn't have the appropriate logical structure.
