The simple act of saying 'you're not allowed here because you believe X' is the reason that this could never exist. You say no republicans or conservatives are to be allowed, thus you are effectively creating a dogmatically liberal system and all we have achieved in this little thought experiment is alienating the other side instead of them us.
If we boil it down to is it possible to have an atheistic state? sure, but only by the personal atheism of every single individual, not by state control.
Religion is an attempt to answer the philosophical questions of the unphilosophical man.
