It wouldn't eliminate it entirely, no, but it would decrease it. I remember a few years back, I found a study that said high school kids generally had an easier time buying marijuana than alcohol. The reason is, alcohol is legal if you're 21 and marijuana isn't. If you're over 21, you can simply go into the liquor store, show ID and buy a bottle of Jack Daniels. So why would anyone really want to use black market? On the other hand, if someone wants to smoke marijuana, they kinda have to go black market because there is no other market.
And in the same way, if prostitution were legal, the girls who followed the rules would probably get the lions share of the business. Once in a while, I'm sure someone would want something outside of what is legally allowed for prostitution, but they would be harder to find because most prostitution is done legally nowadays.
