Actually, it was Air Chief Marshal Arthur Harris who first said this publically about bombing the Germans, not Churchill
The difference is significant because Sir "Bomber" Harris was known even within Royal Airforce Bomber Cammand as "butcher Harris", for his fervent advocacy of attack upon civilians as the main objective, not unavoidable collateral, of the air war.
