Guess what Steve? That's what we do have! The whole reason we have a coalition is because the Tories didn't get a majority of seats. Ergo, the parliament is hung, with no one party able to pass motions. If the Lib Dems wanted to block certain policies, they could simply all vote against them, and hope that Labour does the same.
Indeed, perhaps Mr Coogan has been living under a rock. One only has to Google "Lib Dems block Tory vote" to see the number of times the Lib Dems have kept to their guns and voted against their coalition partners.
