No, No, and Yes. If I was required to submit to a cavity search or wear a shock collar to take a commercial flight I'm afraid I'd just drive (or take a nice relaxing trip by boat). But...if the TSA is going to effectively reduce risk for those that choose to avail themselves of the transportation that it has the duty of safeguarding then they need to be able to exert some authority there. The trick is crafting reasonable regulations/procedures/etc, and a reasonable way of exercising that authority. I wouldn't say "at any time"..but..anytime you're under their protection, sure. I absolutely hate it when you're given the job of protecting someone and they refuse to cooperate.....(but I understand that we don't all agree on what is reasonable to request of someone you are tasked with protecting)
