I've set it many times before and I'll say it again:

I have the utmost confidence that about 50% of the entire world's population is made up of completely useless, brainless dolts.

OK! as long as it's done by some barely certified, laid off filing clerk between jobs with a healthy pension for abuse of power and a hidden leaning towards lite sadism.
