Because this headcovering thing that many Muslim women wear is not an Islamic directive at all, but rather a cultural/social custom that started way before Islam, according to my knowledge. And secondly, there is no verse in the Quran that tells Muslims woman to dress that way. It only tells women to dress modestly and to cover their chest areas, but it doesn't specifically tell them to put it on their heads and their entire bodies.
