Well, that brings up an entirely different topic, which is do people actually subconsciously believe what they claim to at the conscious level. A Christian may not act as if they are fearful of their eternal soul's destination, because subconsciously they know it's bullshit.
All I'm saying is that I don't think it is so black and white that a person that accepts a scapegoat is automatically a scapegoater at heart. There are other motivating factors at play.
