A shame indeed that it is wasted on the likes of mass-produced war machines.
Besides... I disagree with the mass-production design philosophy. Instead, I say spend 500 million on making sure the tank can withstand a several hundred megaton blast (okay, maybe not that much...)
If you can't do it now... then start finding a way to do it. Spend that 500 million on researching how to make your tanks survive that much... and then think about possibly building tanks
Or rather: use said technology to build your defensive structures (or if cheap enough, all of your buildings). 
I personally prefer a defensive technological approach to a wasteful offensive campaign. Now you all know what to expect when you walk into my base (StarCraft and whatnot)
