Those kids and the parents of those kids had already exceeded their quota of God's love under that covenant.
Their deaths while personally tragic helped wake up an entire nation of people to the understanding or purpose that Elisha was their. This event is what put Elisha on par with Elijah wha had been taken up by God. Tey knew that their would be no gaps between the last prophet of God and the comming one.
