How is a gun a 'tool'?

...but in 2011, there were 323 murders committed with a rifle and 496 murders committed with hammers and clubs...maybe it doesn't matter to you how many people were murdered by hammers compared to rifles, but it mattered to the FBI, and their 2011 report proved, that in the wrong hands, a tool such as a hammer can also be used as a weapon to maim and kill people.
