Response: I don't really know what you are asking, but I think I do so I'll give you this answer.
In islam, it is permitted to marry, meaning to write a marriage contract even with a child who has not menstruated yet, or is prepubescent. However, it is not permitted to have any sexual relation or even live with them. When they reach maturity and puberty, they can consent to the marriage, or refuse it.
So concerning the verse, the verse says that the waiting period of getting together after divorce is the same period as the time of menstruating. Since prepubesents do not menstruate, then the waiting period is three months.
