At the age of 10 to 11, children enter puperty - so before that time sex with such, is out of question and without any doubt should be illegal. The lack of sexual maturety means that having using such individuals for sexual means requires abuse, since the individual in question is incapable to participate due to it`s lack of the required biological functions. It is also importent to add that "the maturity" in the sence of personal maturity/understanding of the subject is not reached at that age, therefor an abuse and therefor exploitation of the child for sexualactivity would be required for sexual activity.
Which is why sexual activity with those who havent reached puperty is out of question since in all points it requires the abuse of the subject.
During puperty, as a child slowly evolves into adulthood, sexual activity by the young adult cannot be avoided. BUT, the evolving and discovering of a sexuality should be conducted by the individual and not inforced nore pressured on that individual, neighter should the trust of the individual be abused for the sexual activities of adults. A person in puperty may choose on it`s own behalf to have sex, and it should have the right to do so. It must stay underlines though that such an individual should not be pressured into sex.

In legal terms it would be beyond foolish and outright stupid to lower the age of consent. Consent is oftern hard to define after cases of sexual abuse. Some abused children might have initialy agreed to their abuse from their abusers due to pressure, the legal age of consent is in place to make such offences punishable. So lowering the age of consent would simply give a sexual offender the legal rlaim to comit his crime within a still legal boundry. The age of consent should be determined by the young individuals personal needs for evolving it`s sexuality and not to cover the needs which some abuseive adults may have.
