In my experience, claims such as the ones John is making fall squarely in the realm of pseudoscience and quackery.
If he is unwilling to present credible scientific evidence for it (likely a wise move on his part), I suggest you dismiss his advice.

Not relevant, but quite funny, this is a claim for the John Ellis Electron Air Water Machine, apparently from Popular Science mazagine.
