Societies morals do move with the times.
Most societies no longer think that slavery is acceptable, rape is now an acknowledged thing within marriage and homosexuality is not illegal etc etc.
This I think shows that what is deemed moral can change over time in a secular society BUT only by the consent of society.
In this sense secular societies are much better than the intransigent theistic alternative.
Just because morals aren't set in stone from "on high" does not mean that anyone can do what the hell they like.
so then anything goes, as you rightly state that morals change.
