No. See, I have to actively choose to contract a debt from a bank. You do not owe a debt to a bank as the byproduct of unrelated actions. You have to ask for the debt for it to be valid. Banks do not get to assign debt to random people arbitrarily. If a bank gives me money, on purpose, without my asking for it, it is a gift. It is not a debt that I legally owe.
Now, who among us asked to be born?

If I did something terrible in a previous life, what would be the point of being punished for it if I had no idea why I was being punished? Wouldn't the point be to learn from my misdeeds and try to correct them? What you describe is nothing but meaningless celestial revenge, for a crime you have no idea you even committed.
