Which is kinda my point. It's bad enough that this legislation is purely reactionary. It's worse that they are reacting to how the Internet was years ago, rather that how it is today.
Not to mention, if their stated reason for doing it is that child rapists / killers looked at regular porn before moving on to image of child abuse, why aren't they banning pornography completely? Under the new legislation, those same men would have just disabled the filter and gone on to do the exact same things.
So, ignoring the whole (valid) point about correlation / causation, they aren't even legislating a solution properly.
