In other words, the porn filter is on by default, and you have to phone up the ISP to disable it for your connection.
Why the hubbub? Because a) it's censorship b) ISPs will have a list of everyone who wants to watch porn, which violates user privacy, and c) there is no reason why it couldn't be opt-in and parents phone up their ISPs to block porn.
